Japan Deepens Africa Ties with 300 New Cooperation Agreements at TICAD9

The 9th Tokyo International Conference on African Development (TICAD9) concluded in Yokohama, marked a major milestone in Japan–Africa relations. The summit produced 300 new cooperation agreements, triple the number signed at TICAD8 in Tunisia covering sectors from infrastructure and healthcare to digital innovation, education, and agriculture.
The Tokyo International Conference on African Development (TICAD), was launched by Japan in 1993. Its aim is to promote African-owned, partnership-driven development by supporting sustainable growth, peace, and innovation across the continent. Over the years, TICAD has become a key platform linking Africa with international partners.

Projects in infrastructure, agriculture, and healthcare, reflecting Japan’s long-term commitment.
A $5.5 billion loan package was announced with the African Development Bank, targeting sustainable development and debt relief. Additionally, a program to train 30,000 AI experts over three years aims to accelerate Africa’s digital transformation.
Programs like AJ-INSPIRE (linking African and Japanese universities) and TOMONI Africa (youth exchange) will build capacity and promote innovation.
The Yokohama Declaration, adopted at the close of the summit, supports Africa’s integration through the African Continental Free Trade Area (AfCFTA) and establishes plans for special economic zones, pilot industrial value-chains, and export hubs.
One of the symbolic announcements at TICAD9 was Japan’s decision to designate Kisarazu City in Chiba Prefecture as the official “hometown” for Nigerians. The initiative introduces a special visa category for Nigerians including skilled youth, artisans, and innovators allowing them to live, work, and upskill in Japan.
Overall, Africa stands to gain from boosted investment, digital capacity, job creation, technology transfer, and strategic infrastructure, all under a partnership that emphasizes shared leadership and mutual benefit.
